The publication of the Proceedings of Dialogue 1: "How Cities Will Look in the 21st Century," which took place at the Second United Nations Conference on Human Settlements (Habitat II), is a special occasion for the organizer, UNCRD. consistent with other proceedings UNCRD has published from other meetings and conferences. It is special, however, because the Dialogue itself was a special event. In fact, it may well have been the first event with such a format ever organized at an international conference. A Dialogue organized as part of the agenda of a world conference with recommendations to be an integral part of that conference is, to our knowledge, one of the unique features of Habitat II. I must congratulate both the Secretariat and the Preparatory Committee of Habitat II for devising and instituting the ten Dialogues in Habitat II of which UNCRD's was the first to take place. If there are some slight differences between this set of proceedings and others, it should therefore be understood in the context of being the output from a special event
