For practical purposes this problem is necessarily linked with that of "tail erosion", i.e. scour consequent on the effect of the water falling over the dam. The logical link between them is that they both refer to common field, namely, the foundation. Thus, a deep scour, which may be due to the falling water, can facilitate and render more dangerous the effect of that water, which filters beneath the dam.
